In Indiana, there are 23 Community Action Agencies (CAAs) that serve all 92 counties in Indiana and comprise the Indiana Community Action Network. Through programs such as Head Start, Family Development and Weatherization, these community action agencies have been making a difference in their local Indiana communities since 1964.

The Indiana Community Action Network received $58,251,184 in ARRA funds. These funds supported and expanded the following programs to meet local community needs: Weatherization; Community Services Block Grant (CSBG) Pilot Projects; Head Start; Early Head Start Expansion; and several other programs. As a result, Indiana's locally run CAAs have been able to serve more than 450,000 individuals and to date have created more than 1,600 new jobs in Indiana.

Below is a summary of how much in ARRA funds were awarded by program area, how many jobs were created or preserved, and how many low-income Hoosiers were assisted. Since 1976, the weatherization assistance program has made homes more energy efficient and healthier places to raise families, while lowering utility bills for disabled and economically disadvantaged Hoosiers. But this program does much more. Sealing up air leaks and insulating walls and attics creates jobs for HVAC technicians, electricians, contractors and others.  When materials are needed for these projects including insulation, foam sealant and hardware, they are purchased from local manufacturers and distributors, spurring local economic activity.

 

Energy efficiency has sustainable benefits for all Hoosiers. Individuals see and feel lasting differences on their utility bills and in their homes. And entire communities benefit by having more employed workers better able to provide for their families.

Indiana’s CAAs used CSBG funds to create new programs or expand existing programs to meet local community needs. Some of the programs funded included: transportation assistance; emergency mortgage and rental assistance; food assistance; summer youth employment/recreation programs; job and skills training; housing counseling; family development; utility assistance, and many more. Additionally CAAs were able to use the funds to revitalize communities through economic development projects that rehabilitated housing and local community centers.

Since 1965, Indiana Head Start Programs have served low-income families and the program is designed to foster healthy development in low-income children. Programs deliver a range of services that are responsive and appropriate to each child’s and each family’s heritage and experience. Program services encompass all aspects of a child’s development and learning. Head Start health screenings evaluate the child’s overall health status and regular check-ups and good practices in oral health, hygiene, nutrition, personal care and safety are supported by the program. There is also a strong emphasis on good mental health for the family and the child. Wellness is recognized as a significant contributor to each child’s ability to thrive and develop. ARRA funds made this program more accessible to more families and children in Indiana.

Early Head Start (EHS) serves low-income pregnant women and families with infants and toddlers up to age 3. There are 1,008 programs which provide EHS child development and family support services nationally and serve over 133,000 children under the age of three in 2010. ARRA provided funds to expand EHS enrollment by 48,000 children and families. In April 2011 Public Law 112-10, the Department of Defense and Full-Year Continuing Appropriations Act, 2011 was signed which included $340 million in funding to continue operations for the ARRA expansion programs to be received in September 2011 for a six month continuation of those services. These “expansion programs” will receive additional funds in FY 2012 to operate their expansion services for an additional six months provided that there is no cut to Head Start funding in FY 2012. Therefore these programs should plan to operate for a full year.

CAPWI used ARRA CSBG funds for: Support of Housing Division to provide housing development, Rental assistance and apartment management, Budget Counseling, Foreclosure Counseling Homeownership Counseling, packaging RD Direct Loan Apps, IDA's, and Microenterprise lending; Head Start Parent Education Services; Senior Services Technology; Mentoring At-Risk Youth; Support of ABE/GED classes; Support services for low-income attending higher education; Recruit and train in-home child care providers. How Much Did Indiana
Receive in ARRA Funding?

Much of the ARRA money flowed through state governments. Indiana received approximately $4.3 billion for existing federal programs. Much of the federal stimulus package funding that came to Indiana was distributed via formula-based funding. A formula distribution means that allocations were made to certain recipients through existing formulas in use by the federal government.

Here are categories with the largest amounts of projected funding:

- Medicaid: $1.4 billion;
- Education: $1.3 billion;
- Roads and Bridges: $650 million;
- Nutrition: $400 million;
- Weatherization: $100 million;
- Water Quality: $100 million;
- Housing: $100 million;
- Public Transit: $80 million;
- Energy: $70 million;
- Employment Services: $70 million;
- Child Care: $40 million; and
- Justice: $40 million.
